There has been a rapid growth in freight in Victoria, but the share travelling by rail has declined. New Port infrastructure and freight transport must be properly planned and assessed, with increased role for rail. Assessment needs to include long term impacts: greenhouse gas emissions, health impacts, damage to roads, road accidents and costs to the economy as a whole.
